PacificLight Completes 100MW Fast Start Facility to Bolster Singapore’s Energy Resilience

Singapore, 18 June 2025 – PacificLight Power Pte Ltd (PacificLight) has successfully completed and commissioned its 100-megawatt (MW) Fast Start Ancillary Services facility on Jurong Island, marking a major milestone in enhancing Singapore’s power system resilience and grid stability. This facility was awarded to PacificLight by the Energy Market Authority (EMA) following a Request for Proposal in December 2023.

The new facility, powered by Siemens Energy gas turbines, will provide critical support during unplanned outages or system disturbances, playing a vital role in maintaining a continuous balance between electricity supply and demand.

Notably, the project was delivered with over 480,000 manhours at site without a single loss-time injury, reflecting both PacificLight’s and our construction contractor, Jurong Engineering Limited’s (JEL), strong commitment to workplace safety and robust project execution standards.

The facility, located at PacificLight’s existing site on Jurong Island, is hydrogen-ready and complements the company’s broader investment in Singapore’s energy transition, including an 670MW hydrogen-ready combined cycle gas turbine (CCGT) plant, that is scheduled to be operational by January 2029.

Mr Puah Kok Keong, Chief Executive of EMA, said, "PacificLight's fast-start facility will play a critical role in maintaining the reliability of Singapore's electricity supply and supporting future growth in electricity demand. These units, which can be activated and ramped up to full capacity swiftly, will provide crucial back-up capacity in the event of insufficient generation capacity.  EMA will continue to partner with the power sector to safeguard our power system's reliability during the energy transition.
